I Removed the exciter motor and found that the coupling that connects the exciter motor to the exciter was in many pieces, the exciter still turns freely as does the hydraulic motor, so I guess it just wore out since it’s only plastic. Since nobody must ever work on Wacker RD11’s I hope this helps someone down the road.
